President Nguyen Xuan Phuc works with leaders of Da Nang and Quang Nam

On the afternoon of April 10, in Da Nang City, President Nguyen Xuan Phuc held a working session with the leaders of Da Nang City and Quang Nam Province. This was President Nguyen Xuan Phuc's first working visit to a locality in his new role.

Phát biểu tại buổi làm việc, Chủ tịch nước Nguyễn Xuân Phúc nhấn mạnh: Thời gian qua TP Đà Nẵng và tỉnh Quảng Nam bứt phá đi lên trong xây dựng cơ sở hạ tầng, phát triển kinh tế, an sinh xã hội, khôi phục kinh tế rất tốt. Quý 1 năm 2021, Đà Nẵng và Quảng Nam đều thu ngân sách đạt cao, kinh tế tăng trưởng ổn định. Dẫn số chứng liệu thu ngân sách quý 1 của tỉnh Quảng Nam đã đạt 7.500 tỷ đồng, trong khi TP Đà Nẵng mới đạt 5.900 tỷ đồng, Chủ tịch nước đề nghị chính quyền TP Đà Nẵng tập trung tháo gỡ khó khăn cho kinh tế phát triển.

“Da Nang's role is to be the center of the key economic region and the driving city of the entire region. Together with Da Nang, Quang Nam must be a growth engine for the whole region. We need the aspiration to develop toward the goal of a prosperous and powerful Vietnam by 2045,” the President emphasized.

The President directed the leaders of the two localities to focus, in the immediate term, on reviving the tourism economy and creating safe destinations to attract international visitors. Da Nang needs to build major universities to train a high-quality workforce. Rather than copying existing urban models, the two localities should create their own distinctive and unique identities.

“With aspiration and determination, Da Nang and Quang Nam will achieve the goals they have set. That aspiration is the spirit of unity and the courage to think and act of the leadership, the people and the business community,” the President said.

He also called on Da Nang and Quang Nam to roll out vaccination quickly and effectively so that tourists and investors can travel and do business with confidence; to promptly address shortcomings in leadership and direction; to consolidate their organizational apparatus and bring new energy to their officials and civil servants; to replicate new models in the revolutionary movement; and to drive reform and overcome stagnation in the administrative apparatus in the spirit of a streamlined organizational structure.

Localities must correct any violations or shortcomings they detect. Corrections should follow a clear roadmap with carefully planned steps to avoid abrupt changes and major disruptions that cause public concern. Past mistakes should be rectified promptly in a spirit of openness, listening to the views of residents. At the same time, leaders should promote democracy and the courage to think and act in leadership, direction and management, and conduct regular inspections to detect and correct errors in a timely manner…

President Nguyen Xuan Phuc urged the two localities to honor their commitments to investors and build trust among citizens and businesses, avoiding the shifting of responsibility and the lack of coordination between agencies and units, and between central and local authorities. He also called for avoiding the criminalization of civil and economic relations and preventing hesitancy among investors and the business community...

“The people must always be at the center and must benefit most from the achievements of socio-economic development. Every socio-economic development plan must take all segments of society into account, especially young people, creating conditions for people to start their own businesses,” the President stated.
